This form is to be completed by any visitor, resident, or citizen of the city wishing to file a complaint regarding another visitor, resident, or citizen when an Incident Report filed through the Warrior's Caste is not required. Incident reports are required if either party was injured, weapons were drawn, or property was damaged. Complaint reports are only valid for reporting violations of laws, or requesting an investigation into the actions of another. Complaint forms may be completed by any entity and filed with the Magistrate. Incident reports must be completed by a member of the Warrior's Caste and filed through the Warrior Scribe and/or Commander.
