SCRIBAL NOTICE: This document is a formal proposal for alliance between Ar’s Station and the City of [NAME]. It remains a non-binding framework until such time as a non-modifiable copy is signed by the Administrations of both Home Stones and sealed with the Great Seal of the Scribes.
❖ I. GOALS & DEFINITIONS ❖
THE GOAL: To outline the intentions for a strategic partnership, ensuring the security, prosperity, and high-quality roleplay of both cities.
THE PARTIES: "Ar's Station" and the "Allied City" (The potential partner).
❖ II. ARTICLES of COOPERATION ❖
ARTICLE I: MARTIAL ASSISTANCE Ar’s Station and the Allied City agree to offer the support of their Scarlet Bench (Warrior Caste) in times of conflict. Such assistance is contingent upon the approval of the High Council and shall be decided on a case-by-case basis. Both cities commit to notifying the other of their ability to intervene via an official scroll (notecard) to avoid any conflicts of interest.
ARTICLE II: RECIPROCAL PROTECTION Ar’s Station extends a welcome and the protection of its laws to all legal citizens and kajiri of the Allied City. In exchange, the Allied City provides the same. Visitors must obey the laws of the host city. Each city maintains absolute judicial and civil authority over any person within its gates, regardless of their origin.
ARTICLE III: PLANNING OF THE GREAT STRUGGLE (SL GOR) To ensure fair and high-quality roleplay, both cities agree to consult with the other’s Administration before implementing large-scale events, including planned raids, wars, or major slave captures. Constant communication between the Councils is required to maintain the "Truth of the Home Stone."
ARTICLE IV: JUDICIAL HARMONY Each city acknowledges the sovereignty of the other’s laws. If a citizen of one city breaks the law while visiting the other, both Administrations will cooperate to reach a peaceful resolution. The offender remains bound by the laws of the soil they stand upon.
ARTICLE V: DIPLOMATIC PRESENCE Ar’s Station shall provide space in its welcome area for the Allied City’s signboards (containing photographs, landmarks, and laws). The Allied City agrees to provide reciprocal space for Ar’s Station at their primary point of entry.
ARTICLE VI: THE SEPARATION OF STEEL & SPIRIT (OOC/IC) The Administrators of both cities agree to remain amicable and strictly separate roleplay conflicts from Out-of-Character (OOC) friendships. Communication and trust between leaders are the foundation of this alliance.
ARTICLE VII: GOVERNMENTAL SOVEREIGNTY Each city maintains complete control over its own government, High Council, and local mandates. Neither city shall take military action against the other in the event of a disagreement; instead, they shall seek resolution through diplomatic parley.
ARTICLE VIII: BREACH OF COVENANT Any violation or willful breach of these articles by either party renders this alliance null and void.
