Alliance

This document is the Covenant of Combined Home Stones. In the world of Gor, an alliance is more than a trade deal; it is a "Shared Shield." This version adapts your Tyros example into the official bureaucratic and martial language of Ar’s Station, ensuring that the Blue Bench (Scribes) and Scarlet Bench (Warriors) have clear protocols for how to treat allied citizens and slaves.


❖ COVENANT OF COMBINED HOME STONES & MUTUAL DEFENSE ❖

AR’S STATION: THE HIGH COUNCIL CHAMBERS

PREAMBLE: We, the Home Stone of Ar’s Station and the Home Stone of [ALLIED CITY NAME], recognize that the world is harsh and threats to our peace are many. To secure the safety of our borders and the prosperity of our people, we freely offer this knot of friendship. Our hopes rely on one another, founded on elevated truth and the unity of our steel.


📂 SECTION I: THE PROTOCOL OF DEFENSE

  1. MUTUAL AID: If either City is under threat of attack, the other shall mobilize its Scarlet Bench to provide aid and defense in a timely and sufficient manner.

  2. CONFLICTS OF INTEREST: If either City is attacked by a group (Mercenaries, Outlaws, or other Cities) already in alliance with the partner city, the partner city shall remain neutral.

  3. RETREAT WITH HONOR: If allied citizens are present during a raid by a third party with whom they are also allied, they shall be permitted to withdraw immediately. Slaves shall return home; Free Persons may act as mediators or be escorted to the gates with honor intact.

  4. SWORD BROTHERHOOD: Participants from both cities shall act as brothers-in-arms, coordinating all defensive maneuvers under a unified tactical command.


📂 SECTION II: SAFE PASSAGE & OBSERVANCE OF LAW

  1. JURISDICTION: While within an allied city, all persons must abide by local laws. Offenses will be punished as if the visitor were a local citizen, except where specified herein.

  2. PROTECTION: Free Women and slaves may travel safely between the two cities without escorts and shall be protected by the local Guard as if they were members of the home city.

  3. SLAVE PROTOCOLS: Slave laws of each city shall be honored. Slaves are required to read local laws before visiting. Punishment for unruly slaves remains the right of the Owner; however, local authorities may cage or detain a slave for safety, provided the Owner is notified immediately.

  4. STATUS OF FREE WOMEN: No face-stripping or forced collaring of an allied Free Woman shall be attempted. Inappropriate behavior will result in detention until an Official from her home city arrives to escort her back for judgment.

  5. DIGNITY OF FREE MEN: Free Men and Warriors are expected to act with honor. Offensive behavior will result in detention and a formal report (notecard/scroll) delivered to their Home Stone.

  6. RIGHT OF APPEAL: A permanent Appeal Board is established, consisting of the Administrator and Magistrate of both cities. One neutral observer shall be chosen for tie-breaking. Appeals must be filed within two days of a sentence.


📂 SECTION III: COMMERCE & THE GOLD BENCH

I. TERMS OF TRADE: "Free Trade" between Ar’s Station and [ALLIED CITY] shall be fair, honorable, and exempt from standard foreign tariffs.

II. EXCHANGE OF GOODS:

  • AR'S STATION EXPORTS: [Grains, Verr Wool, Raw Ore, Civil Services, etc.]

📂 SECTION IV: ADMINISTRATIVE PROVISIONS

  1. SOVEREIGNTY: Each Home Stone retains the absolute right to rule its own territory according to its custom.

  2. BAN LISTS: Cities may share ban lists for security, but they are not mandatory for the partner city to enforce.

  3. SECRETARIAT ACCESS: Citizens may join the administrative communities of the ally to foster better relations, provided no proprietary records or "Scribe Secrets" are copied or removed.

  4. NOTIFICATION OF WAR: It is imperative that all allies be informed immediately if a formal War is declared or a Raid is carried out against any third party.


📂 SECTION V: DURATION & DISSOLUTION

This Covenant remains in effect for six months. It may be renewed by mutual consent or vacated with a written letter of intent and a final meeting of the Appeal Board to discuss the reasons for withdrawal. Breaking this alliance willfully without such process renders all protections null and void, returning the cities to a state of potential hostility.
