 Be it hereby decreed by the Leaders of the city of (city name here) and City of   __________     respectively that said groups have this day entered into the following Alliance for the purpose of Cultural and Trade reasons:

I. The above named groups, will trade when it does not involve conflict with other Cities of Alliance and when deemed as a justifiable necessity to those within the City. 

II. All Free Women of either group will be treated with respect due to said FW. No collar will be attempted unless inappropriate, or slavish behavior is displayed, then the consultation with an appropriate Group Official will decide if the woman is to be detained for punishment or sent home in chains to be dealt with there for collar or punishment. 

III. Amicable trade rights will be ventured into to enrich the bonds of both Groups. 

IV. That social events shall be open to members of both cities when deemed best, so that the two peoples of the Alliance may mingle and come to know each other in celebration.

V. When either party visits the place of the other, it will be so noted that common courtesy and arrangements made to house the visiting Group Official within the protection of the other's city being visited. 

VI. This alliance will be renewed every Year (earth year) to show that an alliance still exists, and will remain in effect through the duration, or until the said City passes to the Cities of Dust.  At such time, the Leader will notify its Allied city and make arrangements to either renew the alliance or not.  In case of a Leader Change, the alliance will end and will need to be negotiated and renewed.

VII. The Cities of (city name here) and City of   __________    will ensure the safe passage of its ships and caravans with armed forces if required and both cities will ensure to keep the trade routes free .
